The First Alliance Mission

The TFA Foundation mission is to honor and enhance the French-American strategic alliance.

TFA seeks to commemorate and recognize the past and present French-American alliance.

TFA seeks to advance shared strategic goals, confidence building and bilateral thought-leadership between current and future French and American military leaders.

TFA Founding

TFA was founded in 2018 and is funded by The Honorable Carole L. Brookins (In Memoriam)* as a US-domiciled private “non-operating” Foundation. Strategic partnerships have been structured with French and US organizations to carry out programs and projects aligned with the Foundation’s mission.

TFA was formally announced in Washington D.C. on December 11, 2018 at The Army Navy Club. It has officially operated since April 30, 2018. All official documents have been filed with Federal and State agencies in compliance with relevant U.S. legal, accounting and regulatory requirements.

TFA Organization Overview

The Honorable Carole L. Brookins (In Memoriam), Emeritus Founder and Chairman In Memoriam, served as the Founding Chairman of The First Alliance Foundation Board from 2018 to 2020. Mr. Lawrence Goodman (CEO & Founder, The Center for Financial Stability) serves as Chairman of the Board of Directors. LTG (France-Ret) Olivier Tramond serves as Co-Chairman (h.) of the Board of Directors. Dr. Richard Sandor (CEO & Founder, The American Financial Exchange) is a member of the Board of Directors.

TFA’s distinguished members of its Senior Advisory Board are: Ms. Susan Eisenhower (President, The Eisenhower Group), GEN (USMC, Ret) Robert Bob Neller, GEN (US ARMY, Ret) John Mick Nicholson, GEN (USAF, Ret) Frank Gork Gorenc, LTG (US ARMY, Ret) David Huntoon, and VADM (US NAVY, Ret) Scott Van Buskirk.

TFA’s distinguished members of its Honorary Council are: LTG (Ret) Claude Mick Kicklighter and Mr. Tony Culley-Foster (Founder & President, CFCO, Intl).

The First Alliance (TFA) Foundation is a US private foundation, registered as a non-profit corporation in Delaware, residing in New York. TFA has a U.S. tax ID number and official IRS U.S. 501 (c)(3) status.


The Board of Directors provides for the governance of the Foundation. Each Board member has been selected to assure a diverse, highly professional and astute complement in order to award grants to those entities best able to deliver quality and meaningful programming that fulfill the stated mission. 

The Senior Advisory Board are highly acknowledged military and non-military leaders acting in a non-fiduciary role to advance the mission, programs, and initiatives of the Foundation.

The Honorary Council are honored distinguished members both from the USA and France as well as former Board of Directors or Senior Advisory Board members with whom the Foundation consults to aid with the Foundation’s mission.
